True. All the value would be in what he (and others) have already done for them. But it if he wanted to defect then it would be wise of China to let him do so. Otherwise their reputation with current and potential agents world wide might suffer if word should get out that they turned him down. Oh wait. What am I thinking? That's how a free country runs agents. China just does it by threat of harm to relatives back home if ex-pats don't do the work. Nevermind.
