So I'm looking into this, but can't seem to find out who this guy was before being convicted and how he had access to children. They make it clear that it is horrific, but I don't understand how these people had access to children. Also, the police had prior allegations come to them about abuse, yet they did nothing, almost as if these people were not to be touched. Who are they? Why did they have access to children?
