Lived in one of those cities. Restaurants were supposed to enforce vax mandates. Many did not but walked around the area taking photos of the ones that did. There were isolation facilities and snitch lines; citizens protested against some of the facilities. Luckily, they never really took off.
Thank GOD Trump won.
