BUNCOMBE COUNTY, N.C. (WLOS) — Starting next week Helene flood victims can apply for FEMA's Hazard Mitigation Program to potentially have their homes replaced or their flooded-damaged property bought by the government.
The Hazard Mitigation Program is a FEMA-funded program designed to reduce future damages and losses after a disaster.
Though the program is federally funded, it is managed by the North Carolina Department of Public Safety's Division of Emergency Management.

Applications for Hazard Mitigation Grants are now open, with those who apply having three options, listed below:
Acquisition: The purchase of a home and property. This project moves people out of the 100-year floodplain or floodway, demolishes the property, and leaves it natural into perpetuity preventing future flood damage. It requires structures to be removed from acquired property and the property must be maintained in perpetuity as open space. This is the most permanent type of mitigation. A licensed appraiser helps determine the value based on the tax card and surrounding homes. The land is then given to the county for a park or greenspace.
Elevations: The act of raising a home in the 100-year floodplain to a minimum of 2 feet above Base Flood Elevation, avoiding potential future flood damage. This is one of the most common mitigation techniques used for retrofitting flood-prone properties.
Mitigation Reconstruction:The act of raising a home in the 100-year floodplain to a minimum of 2 feet above Base Flood Elevation, avoiding potential future flood damage.
