Does anyone KNOW what Dan Coats meant in his post Helsinki email clarification?

"The role of the Intelligence Community is to provide the best information and fact-based assessments possible for the President and policymakers. We have been clear in our assessments of Russian meddling in the 2016 election and their ongoing, pervasive efforts to undermine our democracy, and we will continue to provide unvarnished and objective intelligence in support of our national security."

"We have been clear": Who is "We"-the lying former intelligence leaders whose primary goal was/is to CYA and protect BHO and HRC, or the Trump appointees.

Current IC officials have still not examined the servers and publicly disclosed the results of those examinations. So what does Coats mean by "best information and fact based assessments"?

Is the "clear" message that some rich Russians bought social media ads, some in Cyrillic that had minimal impact on the election. Or is the "clear" message that rich Russians and several foreign governments gave Hillary millions to help her get elected, foster more graft and make progress toward a one world government. The "clear" message surely doesn't refer to an IC assessment about the release of HRC, DNC, and Podesta emails since no investigation of the sources has been conducted–no testimony from Assange or Kimdotcom and no known followup on Binney's information, and, as noted, no IC forensics on the servers.

Moreover, Coats refers to "Russian meddling" so there is still no "clear" message from IC that Russia as a country, i.e. Putin's government, meddled or is undertaking pervasive efforts to undermine our democracy. This board has dug information indicating that Russian oligarchs act like the cabal in wanting to take advantage of and destroy the US. Everyone assumes Putin knows (and therefore agrees with) all actions taken by all Russians, but do we actually know Putin has the same goals as the oligarchs. (As a separate inquiry, how do oligarchs exist in a Communist dictatorship?)

Coats' "clarification" is the clearest example of obfuscation I have seen in a long time.
