Federal Judges were originally placed to handle Federal crimes that took place in DC because it had no State Judicial. They also had power to preside over cases of crimes on Federal land or inside Federal buildings.

Mission creep of all these new Federal laws gave them more power. Their Congressional mandate is and always has been restricted to Federal jurisdiction.
