Picture taken yesterday after the lights went out on POTUS. Trouble reading all the words.

Just plugging in what I have takes me to SCOTUS Roberts on powers of the President to make Treaties and Congress. Don't know if it's right.

Any ideas are greatly appreciated.

My take on the lights going off while talking about Intel agencies -they are done. Turn off the lights & lock the doors. New agencies to form.
