Trump called out ex-chancellor Schroeder (Germany) for his connections to north Stream Pipeline.

He thereby threatened that he (Trump) could hinder this project, wherever he could.

Then Trump told NATO to cough up 33 Billions.

He showed Putin that he is the boss of NATO and the others still dance to his tune.

This tells Putin that Trump could start a military race with EU's money and that Russia might not be able to cope with this, money wise.

Then he showed the world and Russia that he is a sovereign President, by not bowing to the Queen and by not being deferential to her.

Putin knows -before Trump arrives in Helsinki- that Trump could cause him a lot of problems and cost Russia a lot of money (pipeline/ weapons race).

Now Trump can tell Putin: I don't want to cause you problems and to lose a lot of money. Can you give me something, I'd love to have?

When Trump arrives in Helsinki, Putin knows that Trump is a man who could cause him a lot of problems: pipeline (think sanctions), weapons race (very costly for Russia, not so costly for the US because the allies have to pay for it too).

This is real leverage.

Trump can now tell Putin that he could cause problems,

but that he isn't really interested in causing problems.

Now he can ask, if Putin might have to offer him something, Trump is interested in.
