Funny story, in the Air Force, I was part of a "take down" crew moving a major base from Price Sultan Air Base Saudi to Doha Qatar 2002-3. No service members were allowed in Jedda under G.O.#1 but nobody ever gave an answer to us as to why. It was only 10 minutes from the base.

100% Truth, The answer given by CC brass was "It was like that before I took Command, So i'm not going to over-ride a threat-directive put in place for OPSEC purposes conducted by CIA assessment. Lame excuse now…..
