Sounds to me like Q and DOD are at war.
The Cabal really believes this. I wouldn't completely dismiss it. Obviously, it's absurd on it's face. If you expand your thinking, this is one way the Cabal is able to control us. They have to comply with natural law. They make the same analogy with humans taking bees' honey. They use that to justify using our labor to enrich themselves (we have no problem using bees labor, so they can use our labor).
