If Trump signs these agreements then he is legitimizing Biden's Presidency. If Trump plans to reveal 2020 was stolen elections then Biden's pardon power doesn't exist. Mayorkas knows this and seeks immunity from Trump.
Biden hasn't used his pardon power. He pretended to give a pardon twice to drug related crimes but nobody got released from jail.
I think Trump is negotiating taking control of agencies willing to cut a deal. Law of Ear manual allows for it in section 12.9
