It will shift after a few more Obama officials publicly testify before Congress and generate some move video of themselves looking smug and generally dickish. POTUS/Q needs to shift public perception of these people before actually arresting them so that the MSM can't defend them as poor innocent victims of a tyrant. And they need to be deceived into thinking are winning and going to get away with it (thus no really damning evidence declass yet) if they are to act suitably smug and dickish.
