My understanding is that not every "soul" or "individual unit of consciousness" leaves this realm at anywhere near the same level of development. Some find physical reality to their liking, some don't.
My experiences and what I have learned lead me to believe that the goal is to move into freer realms that have more creativity and freedom, and on the other end, maybe you end up in a "hell realm" training realm.
That's why learning to guard and protect your thoughts and feelings is so important. You can't move on until you learn to be creative and loving and in control.
