James P. Rubin serves as Special Envoy and Coordinator for the U.S. Department of State’s Global Engagement Center. Mr. Rubin has more than 35 years of experience in foreign policy. Prior to his appointment, Mr. Rubin served as a diplomat, political advisor, commentator, professor, and broadcaster. Before joining the State Department, Mr. Rubin served as Diplomatic Counsellor to the Secretary General of the Organization for Economic Cooperation and Development (OECD) in Paris, advising Secretary General Mathias Cormann on global affairs. Prior to that, he served as Chair for International Policy and Strategy at Ballard Partners, based in Washington DC. He also was a Contributing Editor at Politico, and a Visiting Scholar at Oxford University’s Rothermere American Institute. From 1989 to 1993, Mr. Rubin served as Professional Staff Member on the U.S. Senate Committee on Foreign Relations and Senior Foreign Policy Adviser to Senator Joseph R. Biden, Jr. During the Clinton administration, Mr. Rubin served as Assistant Secretary of State for Public Affairs and Chief Spokesman for Secretary of State Madeleine K. Albright. In 1999, he was a special negotiator to secure the demobilization of the Kosovo Liberation Army. Mr. Rubin also served as Senior Adviser and Spokesman for the U.S. Representative to the United Nations Madeleine K. Albright (1993-1996), and Research Director for the nonpartisan Arms Control Association (1985-1989). Mr. Rubin served as a Commissioner of the Port Authority and Counselor to New York Governor Andrew Cuomo, Adjunct Professor at Columbia University, and Co-Executive Editor for the launch of Bloomberg View. Mr. Rubin was an anchor and commentator for SKY News, a Visiting Professor of International Relations at the London School of Economics, a partner for the financial advisory firm the Brunswick Group, and co-anchor of the PBS series Wide Angle. In 1998, Mr. Rubin was the recipient of Columbia University’s John Jay Award for Distinguished Professional Achievement. In 2000, he received the State Department’s highest honor, the Distinguished Service Award. Mr. Rubin earned a Bachelor of Arts degree in Political Science and an M.A. degree in International Affairs from Columbia University.

James Phillip Rubin (born March 28, 1960) is an American former diplomat and journalist who served as U.S. Assistant Secretary of State for Public Affairs in the Clinton Administration from 1997–2000. He wrote a regular column on foreign affairs for The Sunday Times of London, and has been Diplomatic Counselor to the Secretary General of the Organization for Economic Cooperation and Development (OECD) since June 2021.

 

Having served in the State Department during the administration of President Bill Clinton, Rubin became a Sky News presenter with his own show called World News Tonight. The show was short-lived and after it was cancelled he became a commentator for the channel. In 2013, he moved from New York City to live permanently in London, England, with his then-wife, CNN Chief International Correspondent and anchor Christiane Amanpour, and their teenage son.[1]

 

In December 2022, Rubin was appointed Special Envoy and Coordinator of the State Department's Global Engagement Center.[2]

Early life

Rubin was born on March 28, 1960, into a Jewish family in New York City,[3][4] and raised in the village of Larchmont, in Westchester County, New York.[5] He is the son of Harvey Rubin, a publisher and President of Pindar Press, and his wife, Judith (née Lowe), who trained students specializing in psychiatry.[6][7] His sisterElizabeth Rubin is a journalist, Edward R. Murrow press fellow at the Council on Foreign Relations (CFR), and staff writer for The New York Times Magazine.

James Rubin started his career as the assistant director of research at the Arms Controls Association. Then he and his family moved to London, where he took on a portfolio career and became a Visiting Professor of International Relations at the London School of Economics.

 

After that, he hosted a weekly international affairs program, Wide Angle, on PBS Network. After returning to the USA, he worked for Bloomberg News in December 2010 but quit his job ten months later. In 2013, he moved along with his family to London to work on several projects. He also wrote weekly foreign affairs column for the Sunday Times.

 

Since 2017, he has been working as the Chairman at International Policy and Strategy at Ballard Partners that located in Washington, Dc.
