Nevertheless, there are some permissible limits on pardons:

 

U.S. and state. Pardons generally apply only to offenses against a state or the United States. Governors and the President can't pardon convictions for municipal crimes. If the city passes an authorizing law, the mayor can pardon people convicted of violating city ordinances.

Two times. Typically, the same person can't be pardoned twice unless a majority of the state supreme court approves.

Post-conviction. In many states, pardons can't be issued until after the person has been convicted.

Certain crimes. Some states don't allow pardons for certain types of crimes, such as treason and impeachment, or for prisoners on death row.

 

To add, I don't think a pardon applies to ongoing criminal activity.

I understand what you are saying.

I just don't care about what they may or may not be getting up to.

They own the entities that would be trying and convicting them, (for now), and to ponder what can't be cleanly proven is just a waste of energy at this point.
