Clawback

Trump should announce that any and all agency expenditures, from Nov. 6 until Jan. 21, will be reviewed under the new administration and subject to clawback. Any recipients of agency money in that time, if they want to be sure that they won't owe the money back to the US, should either not spend it, or ask for authorization from Trump now, to receive and spend the money freely.
