Going over this in my head and this line stands out as particularly notable. This appears to be the perspective of the false gods born from Babylon, who attempted to replace the real world with an artificial one. Money is, after all, a fiction rather than a real thing. It's hard for me to imagine someone who doesn't already participate in our own fictional systems viewing money as holding that important of a role.
