seems to me that there needs to be reform:
no money can be distributed or allocated between the election and the seating of a new president
no pardons between an election and the seating of a new president
review of all 'gifting' to foreign nations.
no gifting of any money to foreign nations if there is ANY debt held by the federal government.
no more grants to any non profits.
a review of all 'consent decrees' by congress where the government cedes land, material, or monies to 'plaintives'
no one allowed to have a career as an environmental grifter.
