Based on everything that has happened, it's entirely possible that this whole ordeal may be intended to try and find an angle from which people can be convinced to accept mass surveillance.
That's my take. The proliferation of computer technology, as designed, pretty much necessitates that the ability to spy on anyone, anywhere, anytime, will be present. However, that is something which is going to be a very hard sell for almost the entire population. Wouldn't even be surprised if previous civilizations have rejected this exact same tech, for this exact same reason.
Entirely different from convincing people to accept it willingly.
>We need to watch everyone all the time to help prevent the spread of disease!
or
>We need to watch everyone all the time to protect the children!
Yea, there are plenty of people who are not at all okay with that. Convincing shills paid to act as "representatives" is entirely different from convincing every individual themselves.
Even then, it's not even broaching the subject of watching every moment of your entire life.
Again, surreptitious surveillance is entirely different from willingly allowing strangers to watch your life. There is a reason that people are increasingly abandoning digital living as more and more of what's been happening is coming to light.
At some point you're just going to have to accept that unchecked aggression is ultimately self defeating.
