I believe it is the neighbor two houses west of me that is dumping the chems part of the time as we have caught him following my wife on church days. Remember, yesterday the bags were so tight together that the 16 foot bubble wrap was wedged between the bags, so he did this on purpose; we had to clean leaves twice today as a result.
