It's hard to tell for sure but one of the main controversies seems to be around whether the county is willing to support the erection of temporary housing on or near the property of those whose homes were destroyed. Portable trailers are ok but not actual structures like tiny homes.

 

Bureaucrats will provide shelter but not the kind (like motel rooms) that allows people to stay close to home, which is a priority for those with animals or who want to rehab their place. They'll give em fish but not the ability to fish.

At best, it's bureaucratic thinking. At worst, who knows??

There needs to be a way at some level of government to SUSPEND regulations meant for ordinary times in the wake of extraordinary disasters.

Agree.

A lot of peeps are finding ways to skirt the rules. But it's not bad to try to WAKE UP the rulemakers so they get their priorities aligned with those of the people. People want to stay close to their land and will give up amenities like indoor plumbing to do it.
