The usual procedure to deal with misconduct by a sitting senator or congressman is to start with an ethics investigation. If the investigation finds cause, then they can vote to expel the offending member. Then, stripped of power, the justice system can take big swings at 'em. The ethics investigation and expulsion are not necessary to facilitate an arrest - just helpful to strip power from the perp, and to turn public opinion away from them.
Considering the Hunter pardon, and the likely secret Brandon pardon, this clears the way for Trump to pardon himself from any prosecution before he leaves office in 2029.
