No, he says, you must threaten the "trust" fund holding money illegally confiscated by the govt from seniors throughout their working lives with the promise of returning it to them in their retirement years - but instead plundering it for every pet project that comes along. That is what Leland says has to be reduced - the promised return of their own money to seniors - in order to reduce spending. Nothing else would make a dent, according to this genius, Leland Vittert.
