my theory on 'special spending' for 'special' children: to be fair if child A needs 1 million dollars for 'special special' 'programs' (which are often money laundering) than FAIRNESS says that EVERY CHILD should also get the same amount.
in other words the same amount should be spent on each child so no one family can profiteer off the generosity of programs.
basic point: it would quickly put an end to these expensive boutique schools for 'special special' children, probably owned by family and friends and designed so syphon money into their coffers.

why should a child whose never going to be able to be a remarkable scholar get most of the money from an education budget?
Education is about Scholarship. If a child can't be a scholar, just admit it and give them other things to do and not use them to loot the education system.
