A very important fix will be to allow plans to be sold without all the same coverages. (You'll hear the most unearthly howl from the Dems if this is ever proposed, but they won't want to say why.) I do not want to buy insurance that has HIV coverage. I do not have HIV and won't either. Insurance without that would be vastly cheaper, as I would not have to share in the astronomical costs of HIV coverage for those who have it.

 

But this is likely the main reason Obama pushed for Obamacare in this form. Only one type of policy can be sold (in bronze, silver and gold version, but the same) so we cannot see how much each coverage costs by comparing policies with / without that coverage.

 

Of course that MIT professor Jonathan Gruber designed it this way for just that reason, and I think a lot of the reason was to force us all to pay for HIV+ people.
