It looks like the memo won't be released just yet. Here's a short article showing the House Rules, and it seems that after delivery to the President, they have to wait until the 5 day period has ended. I checked current rules, and it seems to be so.

Everyone is following the rule of law, so I'm pretty sure we'll have to wait until Saturday at the earliest. Maybe even Monday?

I'd assumed he could waive the 5 day period, and he probably could, but then he'd be accused of strong arming it. Best to play by the rules.
