No one does that unless the company has caught them doing something unethical or put's it at risk's to lawsuits.
If it's criminal a company will prosecute … but the FBI…maybe not. Unless some innocent files a law suit.
It's a cover up … no way is Wray not trying to brush something under the rug here. Wray is hoping something will go away or be kept hidden if these guys aren't around to answer questions.
If they aren't there they can't be asked questions work related by co workers or other departments looking for more info on some intelligence they may have gathered or anomalies in the intelligence they may have gathered.
