>Who benefits from this uncertainty? Who gains from the chaos?

Bipartisan Committee Leaders Urge DOT & FAA to Advance Rule for Beyond Visual Line of Sight (BVLOS) Drone Operations

Washington, D.C., October 21, 2024

The Members of Congress noted the importance of establishing a performance-based framework for BVLOS operations of unmanned aircraft systems (UAS). The FAA Reauthorization Act of 2024, which became law on May 16, 2024, included a provision directing the FAA to do so, requiring the publication of a notice of proposed rulemaking (NPRM) within four months of enactment and a final rule within twenty months of enactment.

โ€œThe deadline to issue an NPRM has passed, and it is now our understanding that the proposed rule may not be issued until January 2025, at the earliest. It is concerning the failure to comply with statutory instructions may also result in the delay of a final rule,โ€ said the lawmakers in their letter.

The Committee Members noted that, although the FAA has provided waivers and exemptions for some BVLOS operations, the current process continues to stifle innovation with regulatory uncertainty and complexity.

>so basically its just an attempt from pentagon to grab power through continuity of government

The phenomenon is not limited to peculiar buildings, Anon. Rather this 'media drama' is common when considered or proposed federal regulations face uncertain acceptance. A wave of public momentum or a public outcry is manufactured through the media to create both pressure on politicians and public support for legislation. It is a 'Playbook known' situation whereby the public is manipulated through media sensationalism.

>Reasons for dying are still just predictions.

To be, or not to be, that is the question:

Whether 'tis nobler in the mind to suffer

The slings and arrows of outrageous fortune,

Or to take arms against a sea of troubles

And by opposing end them.

>So I think only after death, we can't tell if death is actually a good thing or a bad thing.

To sleep, perchance to dreamโ€”ay, there's the rub:

For in that sleep of death what dreams may come,

When we have shuffled off this mortal coil,

Must give us pauseโ€”there's the respect

That makes calamity of so long life.

>Sometimes there are people who say they have been to the world of the dead, but the place they went to happened to be that place, and I don't know if other people will go to the same place.

But that the dread of something after death,

The undiscovere'd country, from whose bourn

No traveller returns, puzzles the will,

And makes us rather bear those ills we have

Than fly to others that we know not of?

>Bottom line, wouldn't it be better for now to try to make death an option anyway?

>I'm thinking about this in the pursuit of what we really need, not in fear of dying or anything.

Thus conscience doth make cowards of us all,

And thus the native hue of resolution

Is sicklied o'er with the pale cast of thought,

And enterprises of great pith and moment

With this regard their currents turn awry

And lose the name of action.

"We are writing to urge the Department of Transportation (DOT) and Federal Aviation

Administration (FAA) to expeditiously implement key provisions of the FAA Reauthorization Act

of 2024 (P.L. 118-63) that will allow for scaled, safe beyond visual line of sight (BVLOS) drone

operations in United States airspace.

As you know, the FAA Reauthorization Act of 2024 became law on May 16, 2024.

Section 930 of the Act directed the FAA to establish a performance-based framework for BVLOS

operations of unmanned aircraft systems (UAS). This section requires the publication of a

notice of proposed rulemaking (NPRM) within four months of enactment and a final rule within

twenty months of enactment. The deadline to issue an NPRM has passed, and it is now our

understanding that the proposed rule may not be issued until January 2025, at the earliest.

It is concerning the failure to comply with statutory instructions may also result in the delay of a final

rule."

House Transportation Committee Urges DOT and FAA to Meet Deadlines for Expanding Drone Operations

The FAA Reauthorization Act, signed into law on May 16, 2024, directs the FAA to develop a consistent regulatory framework for BVLOS drone operations, marking a crucial shift from the current approach. Under Section 930 of the Act, the FAA must issue a notice of proposed rulemaking (NPRM) within four months and finalize the rule within twenty months. However, the NPRM deadline has passed, and the FAA has indicated a potential delay in issuing the proposed rule until January 2025.
