President's can refuse to sign a bill and allow 10 days to pass ( I could be wrong about 10 but I think I am remembering correctly) after that the bill is considered legit.
A President can cause a pocket veto by having the 10 days run out at the end of a Congressional term. The new Congress would have to start over.
