A key part of the case was supposed to be a loan to Manafort for Summerbreeze in exchange for a position for the bank lender in the Trump admin.

Why is Summerbreeze nowhere to be found in the case evidence?
Why is the transaction in question the one with Brennan's name on it? (note this is October, before the election).

It seem to be that they were publicly planting lots of fake evidence for the wiretaps to pick up, while behind the scenes Manafort was being paid off for his services.

In this case, Manafort was likely operating under quasi-legal CIA cover and protection.
Deniability.
He did their dirty work, took money from black sources, and thus had to launder it.
Mueller is not so much prosecuting Manafort, as he is exposing the entire flow of money… all the way back to Browder / Magnitsky as another CIA operation.
