Charge companies hiring H-1Bs a tariff which makes that choice 25% moar expensive than hiring US citizens.

This strategy hasn't worked in anon's lifetime.

Lowering artificial barriers to entry would be a better solution.

When anon started in his field, a two-year paid apprenticeship was required. Then it took an associates, then a bachelors, and now a masters degree.

Prices always go up to match the government money coming in.
