I think the challenging part here is:
1) We've been at this H1B game for decades.
2) No real training or work retraining efforts en masse have been performed.
Just throwing up your hands for 3 decades complaining that there aren't qualified US workers; while at the same time doing little to nothing to remediate the root cause is.

Right, so if this is not about profits, and simply about being unable to locate qualified people, then.
The sponsoring company should have to pay the full price of an American worker. The delta of money's not paid to the H1B worker is funneled into mandated work training for US Citizens.
That would effectively end H1B because it's purely undercutting the wages of US Citizens.

I think Perspective and Balance are important.
IF, and that is an If, Elon and Vivek have a different opinion on an issue that is fine.
It is important however to keep the totality of their positions and efforts in view.
Elon did a lot of great things IMO; particularly when it was importante.
Can't really say much about Vivek other than he feelz astroturf to me.
