There are not 13,600 indictments. There are 13,600 sealed federal filings. This includes search warrants, witness subpoenas and indictments too. Also, one indictment can have charges for many individuals. Some of the unsealed MS13 indictments and the child trafficking ones were like that.
They won't clog up the courts if people plead guilty in exchange for a lesser sentence if they rat on the criminal network.
