i tend to believe that carter was a very ineffective deep state operative and so his Presidency was shit-canned by them and once the assassination attempt was made on reagan, reagan then fell into line with deep state goals
i do not think that any President since kennedy (except, of course, for Trump) had the best interest of the American people at heart
