He's starting the narrative with "blind eye" logic, to get the public into perceiving the CIA as ULTIMATELY responsible for the trafficking of rapists, killers and terrorists - that it is happening because the CIA is "failing" to stop it. That gets the public to CALL UPON THE CIA TO STOP IT, which is giving the CIA ONE LAST CHANCE to do what is right.
Q+ is drawing a red line, a line in the sand to the CIA. Either immediately stop the trafficking, or else.
