It is obviously someone who knows someone in the complex because to leave an expensive scooter, his get away, doesn't make sense.
That scooter would be stolen in minutes. Logical thinking, not even chained. Press a button and they go, or easily picked up and put in a trunk. No one leaves their getaway vehicle unless it is being watched for them.
