Federal investigators said the compound, found in two of the homemade IEDs, has never been used before in a terror attack in the US or Europe, two senior law enforcement sources told NBC News.
Authorities are investigating how Jabbar, 42, came to know of the material and how to use it in his bombs.
The explosives were found on Bourbon Street - one was discovered inside a cooler - but neither detonated.
It is unclear what caused the bombs to malfunction as the transmitter Jabbar planned to use to set off the explosives was also found in his truck.
Federal authorities are currently testing the materials at an FBI laboratory, according to NBC News.
Jabbar also tried to get rid of several guns prior to the attack, including an Escort BTS 12-gauge Bullpup Shotgun, listed for $200.

After the current terrorist attack in New Orleans, NBC has come up with a report from so-called experts blaming the right wing extremists for most attacks in the U.S. This NBC News article is meant to divert blame from the FBI and others for failing to block true terrorists while spending their time targeting Trump supporters. According to the federal government, the main terror threat to the U.S. now is lone actors inspired by extremism ideology. Those ideologies range widely. The majority of attackers are on the far right, as in the 2022 Buffalo supermarket shooting. But sometimes, as in the New Orleans attack, the driving ideology is radical Islamism.
