Yes POTUS could dismiss them.
That he doesn't, does not prove they are clean.
That he doesn't dismiss them indicates their role in the plan is ongoing.
Whether that role is as dirty players (as strongly appears) or clean ones appearing dirty, is still not known by us with certainty.

No. They clearly have an important role in the plan. We just don't really know what that role will turn out to be when finally revealed.
