if they took all the fallen debris from the trees and then put it into mulch bags and brought it to places where there was water but no forest, the debris, being seeds, would seed the empty spaces and create new forests!

instead they let the wastelands stay wastelands.

they could bag up the debris and SELL IT as mulch.

In a wasteland if it were just dirt and you spread the mulch around when it rained it would seed the soil and new forests would grow.

can you post a list of all the various types?

for example the wasteland that Biden just declared a 'wilderness' could be converted into a forest and actually be useful for something.
