3.now a situation too risky for insurers causes them to flee the state, leaving property owners uninsured.

 

  1. Fires burn down the uninsured properties, making rebuilding mostly impossible and unaffordable.

 

  1. The same people who started the scam,(blackrock) now swoop in and offer property owners low-ball offers they know they can get for the properties.

 

  1. These people now build "rentals" in place of spec. homes in the newly acquired properties.

 

  1. They now rent these back to the previous homeowner.
