I see. Not sure I agree. Those garbage containers are pretty sturdy. If the locomotive impact was with the garbage carrier, it would pull the truck around and perhaps not directly impact the frame of the truck (hit on rear, IMO.) It would throw the garbage carrier (which we see.) That would take most of the inertia. Looks like it could be a pretty high speed impact. That carrier probably weighed at least 3 tons.

Yes. However, I've compared totals of sealed court records with regions and there appear to be many times more arrests already in the last few months than court records. From my (very rough and inaccurate) samples, I estimate 5-20x arrests to court records, at least in the region of TX containing San Antonio. San Antonio had one raid that got 600 gang members. There were only around 50 sealed court records in that region of TX.
