Evacuations ordered after fire erupts at Moss Landing Power Plant

MONTEREY COUNTY, Calif. – Fire crews responded to a fire on Thursday at the Moss Landing Power Plant and authorities warned nearby residents to close windows and doors and shut off air systems.

The battery storage facility caught fire about 3 p.m. and as of 8 p.m. crews were still battling the blaze. No injuries have been reported, a Monterey County sheriff's official said.

Highway 1 is closed in both directions in Moss Landing. There is no estimated time for reopening the highway, and travelers on northbound Highway 1 are being directed off at the junction with Highway 183. Southbound travelers are being directed off at Struve Road, according to Caltrans

The Monterey County Sheriff's Office issued Evacuation Orders for areas of Moss Landing south of the Elkhorn Slough, North of Molera Road and Monterey Dunes Way, and West of Castroville Boulevard and Elkhorn Road to the ocean for the following zones: MRY-B037, MRY-B047, MRY-B050, MRY-B051,MRY-B053, MRY-B058, MRY-B060.

The Castroville Recreation Center is being opened as a Temporary Evacuation Point at 11261 Crane Street.

 

Full road closures are expected at:

Dolan Road and Castroville Boulevard

Highway 1 at Salinas Road

Highway 1 at Merritt Street

 

Residents are also asked to stay out of the area to allow for access of emergency vehicles.

The plant is a natural gas-powered electricity generation plant on Cabrillo Highway in Moss Landing, an unincorporated area of Monterey County.

Utilities in California are required by a 2013 law to provide significant battery storage by 2024.[16]

 

The Moss Landing Power Plant is a natural gas powered electricity generation plant located in Moss Landing, California, United States, at the midpoint of Monterey Bay. Its large stacks are landmarks, visible throughout the Monterey Bay Area. The plant is owned and operated by Houston-based Dynegy and currently has a generation capacity of 1020 MW (net) from its two combined cycle generation units.[2] It was once the largest power plant in the state of California, with a generation capacity of 2560 MW, before its two large supercritical steam units were retired in 2016.

 

It is also the site of 2 independent battery storage power stations for a combined grid battery storage of 930 MW power and 3,700 MWh energy, some of the world's largest. Fires occurred on site during construction and operation, and PG&E and Tesla took corrective actions.[3] The project still moved forward and Phase III was completed and went into operation in June 2023.[4][5]

 

Vistra 500 kV

On June 29, 2018, Vistra Energy, which merged with Dynegy on April 9, 2018,[17] announced that it will develop a 300 MW / 1,200 MWh energy storage system to be located at Moss Landing, using the existing turbine building and existing interconnection from units 6 and 7, connecting to the 500 kV grid.[18] Vistra Energy expected the energy storage system to begin commercial operation by the end of 2020, pending receipt of approval from California Public Utilities Commission (CPUC). This would be the largest lithium-ion battery energy storage system in the world.[19] The project began construction in December 2019,[20] and Phase 1 began operating at the end of 2020.[21] It is made of LG JH4 cells in TR1300 racks in two storeys in the old turbine hall.[22] Phase 2 adding a further 100 MW / 400 MWh was completed in August 2021, bringing total capacity to 400 MW / 1,600 MWh.[23][24] In September 2021, Phase 1 was shut down after a high temperature event caused by a leak in a liquid cooling hose, while Phase 2 kept operating.[25] In February 2022, Phase 1 remained offline while Phase 2 also went offline after a sprinkler event.[26] Most of the facility was back in operation as of July 2022.[27] In 2023, construction of Phase 3 with another 350 MW / 1,400 MWh was underway to bring total capacity to 750 MW / 3,000 MWh,[28] and commissioned in August 2023.[29]

 

An expansion to 1,500 MW / 6,000 MWh (also connecting to the 500 kV grid) was approved in August 2020, but not decided.[30][31]

🚨Explosion & Fire at Moss Landing Power Plant triggers evacuation orders in Monterey County

 

Monterey County sent out an emergency alert system warning Thursday evening to say the North County Fire Department is responding to a fire at Moss Landing Power Plant. Some areas are under evacuation orders.

 

The alert was posted just before 5 p.m. Area residents are being told to close windows, doors and shut off-air systems until further notice out of an abundance of caution.

 

At around 6:30 p.m. the Monterey County Sheriff's Office issued evacuation orders for areas of Moss Landing South of the Elkhorn Slough, North of Molera Road and Monterey Dunes Way, West of the Castroville Boulevard and Elkhorn Road to the ocean.
