Gonna have some fun discussing this work over the weekend.
I did a couple of temp jobs for some guy from Afghanistan. Told him about how Tartaria, a huge central Asian muslim nation with no strong central government, was written out of history in 1913. He responded by claiming something very similar was happening in Afghanistan, that "terrorists" would roll into independent villages and set up shop, then western forces would "liberate" them and hand control over to the central government, claiming that the village had always belonged to them.
Today's criminal 'underworld'. The waters represent the general population outside of their [p]rofessional or [p]riestly caste. It's how they conceptualize the world outside of their control, and justified treating it harshly as they did. The flood being such people recognizing that they can, in fact, reject the narrative that they must be horrible creations and still contribute meaningfully to society, which greatly eroded their power to directly control everything.
