Sec. 3. The NS/EP Communications Executive Committee.
Sec. 3.1. There is established anNS/EP Communications Executive Committee(Executive Committee) to serve as a forum to addressNS/EP communications matters.
Sec. 3.2. The Executive Committee shall be composed of ==Assistant Secretary-level or equivalent representatives designated by the heads of the

The way I read this, Biden revoked Obama's version of who takes over for COG related to comms.
And revoked Trump's version om EO 13961 - but left the positions intact for who takes over by referencing back to the revoked section.
