Question anons: Suppose a president issues a pardon to someone (who has yet to formally accept it), and then changes his mind. Can that President rescind the offered pardon? Once accepted a pardon is irrevocable, that is pretty explicit. but does that not imply if it hasn't been accepted it is revocable???
Now suppose there were a departing President that issued a bunch of pardons that weren't yet formally accepted….could the newly inaugurated President rescind them???
What do anons think? Personally, I think it'd have to be litigated to the Supreme Court, where it would then become legal precedent from then on….but it feels like it would be legally sound.
