Personally I think a single millstone tied to the necks of 20 or so at a time could be pushed off the deck of an aircraft carrier into the delaware river. This punishment would fit the crime of being part of an organization that facilitated child trafficking. You wouldn't need that many millstones that way, and if you used heavy chain the bodies wouldn't float up for quite a while.
