You need US Marshalls to arrest Mayor Bowser who is ordering this renegade, lawless refusal to follow the law.

Have US Marshalls or US military step in to run the prison. Force all DC employees OUT of the prison.

And while you're at it, shut down the DC Courts. Put the District under Martial Law
