The photos of the accident scene are a little misleading, the train in fact hit the dump truck at the prior crossing, and carried it to the next crossing. the train did not just stop on a dime.

Problem: where the road crosses the tracks is on a very convenient curve. Coming from either direction, the engineer would never have enough time to stop once it saw the truck. I'm sure the tracks were laid out specifically to skirt the town as it existed when the tracks' route was set. As such it's a nice wide curve, but still plenty small enough to give the engineer effectively zero reaction time when something was noticed on the tracks at that particular crossing.
