DUMB's need water, surface water collected and directed to reservoir.This is not for flood control! (pic related). Notice clean nature of collection area and riprap lined trenches.

Underground construction generates vast amounts of spoils that have to be processed in plain sight so you will always find a quarry/gravel plant near by. Notice huge stock of gravel and relatively small pits! Usually spoils are transported at night with belly dumper fleets.(this also applies to Wal-Mart stores)!

Construction companies utilize local storage yards to store large, high-value assets for construction projects. Storage yards, often referred to as "Laydown yards" may extend for hundreds of acres in which materials are stored in close proximity to a job site.(red arrows)

Especially at DUMB's under airports you will find constant and often unnecessary apron work. (blue arrows) Yet you will find too many and too large lay down yards to justify the apron work.

Other indicators are more power substations than need for facility, water and sewage treatment plants. Larger fuel storage than needed(for DUMB standby generators) and alternate power sources like solar panels!
