Sorry, I used the auto translate english version…listening to it in spanish, he said "en este nuevo norteamerica" "in this new north america" which is fairly synonymous use with estados unidos…more the country/people than the government.

we think of north america as a continent, but in spanish, sometimes it's use is to the USA specifically.

regardless, the use of "new" is what's interesting…
